American Red Cross (AmRC)

The Deputy Regional Director supports the Regional Director in the execution of the strategy in the region in accordance with the ISD strategic direction. The primary goal of the Deputy Regional Director is to help ensure AmRC programs support in the region is focused, relevant and effective; AmRC support should help National Societies design, implement and manage its work in accordance with international standards. The Deputy will lead the focus on programs and learning - including time, scope, budget, and resource mobilization - enabling the Regional Director to focus on strategy, management, partnerships, and compliance.

• Supporting Implementation of $20 - $30 Million annual portfolios in the region
• Rolled out American Red Cross International Service department strategy 2.0 and helped develop country-level strategies for identified priority counties.
• Leading and coordinating project design process for the region, over the past 8 years supported numerous project proposals related to community and school disaster preparedness, institutional readiness, response, disaster recovery, community health for various donors, including both competitive and unsolicited proposals. Supported development of approximately. 40+ proposals for various donors like OFDA, MACP, LIFT, public and corporate funding with total values of more than US$120 Million over the past 8 years.
• Supporting the development of regional strategy, annual regional plans, and instrumental in operationalizing them.
• Reviewing annual program budgets and work plans to ensure they are realistic and comply with American Red Cross and donor commitments.
• Suggesting and setting up processes to review project performance on a monthly basis to assess project direction.
• Acted as country manager (FY20) for Nepal, oversaw a team of 12 national staff remotely and supported transition to a consortium.
• Nurturing effective relationships with key country program staff, National Society staff, NHQ program and technical staff, and other internal and external partners.

American Red Cross (AmRC)

The Senior Program Advisor/Q&L delegate helps AmRC design and implement high-quality projects and to facilitate the learning of and sharing of good practices within the region, among other regions, and with National Headquarters and Red Cross/Red Crescent partners. In coordination with the HQ Monitoring Evaluation and Learning (MEL) Unit, the Senior Program Advisor also contributes to ensuring that information and learning are appropriately used and disseminated. The advisor also supports the proper close and exit of programs in part to support the capturing and dissemination of key learning.

• Developed and led the process of priority country section. Collected, analyzed data from 100+ countries based on need, interest,resources, and capacity.
• Led the process of evaluating community disaster readiness in line with the American Red Cross & donor theory of change. The tool helped measure 40+ attributes of community disaster readiness & used for M&E purposes. This was appreciated by partner organizations & donors.
• Led the process of convening (study design, TOR, selection of the consultants, approval of inception, draft, and final report) more than 50 external/internal project evaluations, surveys, program reviews over the past 8 years.
• Provided leadership and direction on M&E to ensure the project achieves its goals and corresponding objectives and target.
• Acted as the regional manager for Eurasia portfolio for a year (FY17) and successfully led the process of closing 18+ projects/grants and offices in 6 countries, overseeing a team of 8 based in 3 different countries.
• Set up the technical team for AMEE region, developed learning & knowledge management strategy, process establishments, training curriculum and facilitated grants from different funding sources
• Supported the development of a multi-year operation plan – supporting the development, review and implementation of the various project, country and organizational plans across the department.
• Coordinated development of the Northern Rakhine Population movement strategy by supporting the development of TOR, hiring consultant and fieldwork, and finalizing the strategy.
• Supported the development and application of best practices, establishing processes, capturing data, analyzing findings, and recommending appropriate suggestions.

American Red Cross, Haiti Operation, Haiti

The Q&L delegate/unit helps AmRC to implement higher quality projects and to promote the sharing of good practices and lessons learned among the delegation and AmRC National Headquarters. The unit serves as a support function assisting with defining M&E and reporting objectives and plans, collecting data, data audits, producing reports, monitoring progress and quality, and facilitating evaluations and studies. The unit helps build relationships (e.g. coordination with the Cluster System in Haiti), analyze information, create publications and assist with the writing and analysis of quarterly reports.

• Setup the Quality and Learning unit in Haiti. Recruited and led a team (2 international & 9 national staff) that delivered M&E analytics, result measurement, reporting, GIS, and learning that underpin and continuously advance the organization’s mission and impact.
• Consistently delivered high-quality programs to internal and external customers to advocate continuous learning, sharing, analysis, and propagation of products/lessons. For a portfolio valued more than US$100 Million.
• Oversaw the development of the multi-sectorial integrated urban development project and provided technical guidance
• Conducted regular site visits to 18+ partnership projects (INGOs, Red Cross, UN agencies, etc.) for technical inspection and evaluation.
• Oversaw the learning processes and capacity-building of partners and staff to create a robust learning environment that spans both direct and indirect work.
• Established and oversaw performance monitoring systems, evaluation, and research projects through the articulation of standards,guidelines, and processes. Made improvements in the areas of M&E Planning Data Analysis, Reporting and Program Management so as to ensure program success.
• Regularly conduct reporting and review meetings on a quarterly basis with program managers and deputy country representatives.

American Red Cross, Tsunami Recovery Program (TRP)

• Supported the development and monitoring of survey designs for end line and final evaluations, e.g. sampling scenarios, questionnaire design/review, data collection methods, quality control procedures, etc.
• Analyzed end line and evaluation reports with a focus on methods, limitations as well as statistical interpretations.
• Carried out additional statistical analyses to complement project evaluations and meta-analyses for meta-evaluations.
• Contributed to the M&E ‘leave- behind’ products by researching and documenting TRP monitoring systems and practices and relevant M&E resources.
• Co-facilitated M&E workshop held for the American Red Cross in Washington presented an example of a comprehensive M&E system and facilitated a session on sampling design.

American Red Cross, Tsunami Recovery Program (TRP)

• Successfully developed a comprehensive Monitoring & Evaluation System (program monitoring tools, volunteer management, supportive supervision, and outcome monitoring system) for integrated health and psychosocial program implemented by Indian Red Cross Society Tamil Nadu and Gujarat branch.
• Conceptualized and designed a comprehensive project database system.
• Recruited and mentored a team of local staff in Kanyakumari and Bhuj district to support monitoring and evaluation and database related technical aspects at the branch level.
• Accredited for the development of baseline, mid-term, and final evaluations surveys; and developing key indicators and M&E frameworks to measure outputs and impacts of programs.

CARE India, New Delhi

• Plan and coordinate annual monitoring and evaluation plan in line with internal programmatic requirements and donor reporting needs.
• Contribute to plan and manage evaluations including survey methodology, Terms of Reference development, evaluation of proposals from agencies, and coordinate the data collection
